How Permit Authority Differs by Location
San Diego County has 18 incorporated cities, each with its own building department and permit authority. Residential properties within a city limit are governed by that city's building code and permit office. Properties in unincorporated areas are governed by the San Diego County Department of Public Works, Planning and Development Services.
This means the permit threshold and inspection process for an identical bathroom remodel may differ depending on whether your home is in the City of San Diego, the City of Carlsbad or an unincorporated area such as Fallbrook or Spring Valley.
